To the point about political polarization, note that soldiers typically don't worry about whether their comrade in arms is republican or democrat. That's precisely because they do share a common goal, which makes them a "band of brothers" etc. So perhaps something like a peacetime conscription is what we need, to get people to focus on what they share rather than on what divides them.
