I think it really depends on the tradition of the philosophy. Generally the definition of "inquiry" can be mapped as a fairly 1:1 comparison. If there is a question; it is philosophy. Other traditions would probably exclude this definition on the basis of the questions "purpose" not meeting the criteria, essentially warranting the inquisition as "nonsense" or "purposeless".
